Go to the top floor and exit onto the roof at the opposite end to where Borov is (or was!). Turn left onto the roof of the corridor connecting the two buildings. Now look back at the side of the building that you just left. Just below you there is a builder's cradle with a crate on it, next to a boarded-up window.

Shoot the crate and the boards, jump down onto the cradle and enter the window.  The computer is a large device against the wall on the right. Be sure to pick up and read the book on the floor nearby.
