Lukash gave me the mission to "eliminate the Neutral Stalker" but I can not find it, when I am on a map, (The Bar for example), the arrow marks the transition to wild territory, if I go there it marks me to another map it is like he is moving all time, never showme a mark in the map, only an arrow to the next transition. Sometimes it even marks me the undergrounds

Unfortunately this is one of several "kill the individual" and "clear the camp" missions from Lukash and Voronin that can be bugged because either the target doesn't appear at the marker or the marker itself is in the wrong place. I usually avoid such missions for this reason.
Having taken the mission, I think your options are to wait and see if the target appears later - Baldy has a mission whose target has a habit of doing this - or to return to Lukash and cancel the task. Cancelling a side task may result in a minor reputation hit, but not enough to worry about.
