The dead guy in the little shed in ATP not there, please info on how to resporn the guy. quest still open, forgot to go there, but now im there and the worms got his body and i need to get that CD Disk for Adrenalin.

I don't think you can spawn in specific NPCs, even dead ones. However, if you spawn a quest item, the quest-giver will usually accept it. Try spawning Adrenalin's disc (disk_adren in the Arhara Items section of the spawn menu) and see if that will work.
