As a 32-bit game, StalkerSoup should play well on any reasonably modern computer. I play it on a five year old i5, with 16Gb RAM (8Gb of RAM would do) and a cheap GTX770 graphics card. Then you simply adjust the game's settings until it runs smoothly

Note that it doesn't get bogged down with specifics, as long as you have a good (though not necessarily expensive) CPU, and enough RAM to cover your Windows installation, running background programs, and the game, so 8Gb is a good figure to start with
More importantly though, is that your computer is well-configured and cared for, because the game does stress the hardware; and the smallest thing, like a microscopically loose cable or card, can throw the performance out terribly...
