Where is Bland?

I am in the dark valley at his marker but he is not there. Freeman has asked for his flash drive.

You have to climb up to the top floor. There is a ladder in the small room on the middle floor. When you reach the top of the ladder Bland should contact you.

NB: if the mercs are neutral to you (which they should be if you made friends with the bandits earlier) they sometimes get distracted fighting the local dog pack. If Bland spawns at this time he may decide to stay in the courtyard and help them. You can either wait until he is finished or go down and talk to him there.
