Miser is an important mission-giver and is needed to complete the first part of the game. If he has died, you will need to reload an earlier save when he was still alive and replay from there.
When you first entered the Army Warehouses, did you take Skull's mission to help attack the Freedom base? This is what usually results in the death of Miser and other key Freedomers. If you did, this was unfortunately a mistake, as you need to remain on good terms with both Freedom and Duty in Stalkersoup. Voronin, the Duty Commander, told you that Skull was a renegade and that you shouldn't get involved in their fight. What you should do is to ignore Skull and talk to the Freedom commander, then help Freedom defeat Skull and his group. You won't lose any reputation with Duty for doing this, and it will help gain Freedom's trust.

There are plenty of red barrels and similar around the zone. If you collect these and place them inside the barns with the renegade Dutyers and using a silenced rifle shoot a barrel, usually the game works to make you not identified by the Dutyers. In the resulting explosion the Dutyers are usually reduced in numbers if not completely dispatched. This is about the only use for them that I am aware of, unfortunately. This answere was mentioned a number of years ago to me in my opinion. At one time they could be sold, making MO some much needed early money. Still, you need to go back to a save beforehand to ensure Miser is kept alive, as he is important to the storyline. Regards TrueB
