| Lector does seem a bit reluctant to talk in the current patch. Two things have worked for me when this happens.
First, quicksave/quickload often frees a 'stuck' NPC. Try this and see if he will talk to you then.
If that doesn't work, head for the Clear Sky base (through the portal in the southwest of the map) and do a few missions there. When I did this and returned to Lector later, I was finally able to talk to him and take his mission. | |

| Okay, I don't know if this will work for you, but the info portions for Lector are - Spoiler:
dyak_help_start (gives you Lector's mission} dyak_help_have (Buddy is free - message to return to Lector) dyak_help_done (Task complete)
I suggest that you try them in that order and only move on to the next if one doesn't work.
I tried this sequence without trying to talk to Lector first...
First I used the _start info portion and Lector's mission appeared in my task list.
When I reached the Buddy he wouldn't talk to me. Quicksave/quickload didn't work, so I used _have and got the 'success' prompt to return to Lector.
I returned to Lector and now he wouldn't talk. This time quicksave/quickload worked and I was able to talk to him and the mission completed. He then suggested that I visit the Clear Sky base.
At the base Sviblov wouldn't talk to me, but another quicksave/quickload fixed it. He gave me his first mission, and I was also able to talk to the other NPC mission-givers, so I assume that I was back on track at that point.
Good luck... EDIT: You are nearly at this point, so here is a solution to the grenade in case you need it. - Spoiler:
A couple of us have had game crashes when picking up the grenade at the pump station. If you get the same, Aleks provided me with a script to drop in the gamedata/scripts folder. It is called amk_particle.script and you can download it here: [You must be registered and logged in to see this link.]

Hi pchester, I visited swamps, Lector spoke to me, as did Buddy, as did everyone at Clear Sky, perhaps TB fixed it. I am using the hybrid 1.10019.5/1.10020 version as I couldn’t see any reason for abandoning it. I've copied the script you ingeniously supplied, just in case. I think I may have previously said it couldn’t be opened; that's because I downloaded it to Google  . Had I read your comment properly, I would have realised that wasn't necessary. One strange thing about Billy - in versions going way back, and the current version, when my MO returns to the Lector's hamlet, Billy lies dead in the open air. I've tried reviving him but it hasn't worked. If I recall correctly, at one time Billy was a hit mission but had some conversation and as my MO didn't carry it out; I always wondered if it was a reputation morality test. Whatever the case, Billy being dead after being rescued seems to have resolved the hit. I will feed back re the waterworks.
