In options ensure that grass setting is at far left. Though your processor is a good one, my game used to Struggle with an Nvidia GeForce GTX 970 so perhaps ensure you are playing on 9DX and not 11DX nor extended mode. Which version of Windows do you use and is it 64bit? For though the game is 32bit and thus restricted in RAM access, every other program that including any RAM for your GPU can contribute to enhancing graphics.
If you can close unnecesary Windows programs etc, this frees up more CPU RAM
If you are offline and have virus checked turn off auto updates as if these are triggered during play they can cause lag.
That is a general help.
Specifically, whether you or your enemies have silencers shouldn't affect lag but sudden spawning in of enemies might. It is like when approaching Rostok, because there lots more NPCs the game may lag.
If you go into TB3D Modders.Script, there are lots of ways to lower what is going on in the game, eg removing blur, smoke, reducing anomalies and carrying less articles, for the game has to load all these.
I assume when installed you followed Sword's instructions re where to preferably put the game, ie on a separate drive from the C:\ drive and best on an SSD.
Lastly, send a copy of the level you last experienced lag, and preferably a save during the lag, and a screenshot - if you make a hard-save you should be able reload the appropriate area, then put your username on to help the 'repairers' and for Level 0 send the files to Aleks1970 at [You must be registered and logged in to see this link.]
